Response to petition against merging DLA/AA with social care

It seems that the government have ruled out doing away with DLA but are still pressing ahead with plans to stop AA and give money instead to Social Services? They use the reason that there will be too many over 65s to support. In other words - there isnt enough money to go round!!!
