lots of questions here i need answering......?

right my bast mate has a rented 3 bed house and her mum who is disabled has a 1bed flat.....the mum needs downstairs facilities as she can hardly walk......my mate looks after her mum all the time therefore she is hardly at this 3 bedroom house..... my mate is not down as her mums carer as they worked it out and they loose 24.00 if she goes down as the carer.....but does like i mentioed look after mum constantly...the problem is she cant move mum into the 3 bed house as there is no facilities downstairs and she cant move inot the flat as she has 2 children and theres not enuf room......
the question is my mate wants them all to move into a house together to make it easier for all 4 of them...but how would she go about it?
would it be better to move her mum into the 3bed with no downstairs facilites to get a move or would it be better for them to stay as they are for now and just fill in housing forms and wait?
if she moved her mum into the 3bed house would they get a move quicker as theres no downstairs facilities? her mum wud b able to get upstairs at a push but wouldnt be able to live like that for very long??

please note my mate is on income support for her and her 2 kids......and her mum gets her own benefits and also disability/mobility...
whose name should she put the house in? shes the one with kids but her mums the one with the disability?

also because she wants to do this would she HAVE TO BECOME the carer of her mum?

sorry about all the questions but just had my friend on the fone askin me all this and im unsure so thought id ask on here for her....
